To me combo guard is usually used as a negative, usually meaning a shooting guard who isn’t big enough to play the 2 full time. Once they reach a certain level like Shai they are just referred to as big point guards
It's pretty fluid and definitions will vary based on who you ask, which is why I add my definition above. Developing CGs with the "jumbo PG" pathway in mind is definitely one way to go if their playmaking upside reaches or is close to that of a "traditional" PG. But I think the main takeaway should be that they're kind of balls of clay that can be developed based on what teams need/envision (especially younger ones).
